Entity version of Locale (extend this and embed or make relation to), use wherever we need multiple values for each Locale.

While Embeddable, please note in JPA unique constraint including embedded instance columns are problematic.

The Locale (ISO 639-2) format. BLANK represents the default. null has a special meaning to represent all content in queries across languages and locales. Blank is default and is non-inclusive as opposed to null.
