FindTrackCycleTransformer	Fetch existing TrackCycle if nothing found a new TrackCycle is created with same TrackInfo.getNamespace(), TrackInfo.getOwnerRef() and TrackCycle.getCycle() as the one passed in. if an out of Cycle TrackCycle is found, then it is made inactive and persisted and a new TrackCycle is created with same TrackInfo.getNamespace(), TrackInfo.getOwnerRef() and TrackCycle.getCycle() as the one inactive.
